Abstract


Introduction: In  2001,  the  Cuban  government  and  the  Ministry  of  Public Health  decided  to  provide  nationally  produced  generic  drugs  for  treatment  of  HIV .  Efforts  to  provide  access  to  antiretroviral therapy  (ART)  for  HIV  patients  in  need  have  been  accelerated since  then  and    resulted  in  decrease  incidence  of  opportunistic  infections and mortality rate. More therapeutic combinations were introduced starting in 2003, with support from the Global Fund to Fight AIDS, Tuberculosis and Malaria, Cuba achieved universal ART access for all those meeting clinical eligibility criteria. Objectives: to describe HIV response in Cuba and the strategic use of ART and answers the question: is possible to prevent HIV using ART? Methods: to describe health strategy for Cuba’s National Response Program to HIV/AIDS and the national results in the use of ART. Results: Cuban epidemic 1986-2012 is low-level epidemic (prevalence 0.19%), mainly by sexual transmission (99%), mainly men (80.8%), among them (MSM) (88.2%), Good control over blood donations and blood transfusions (21 cases), Good prevention of mother-to-child transmission of HIV (41 cases). By  the  end  of 2012,  Cuba  had  15607  patients  living  with  HIV  of  whom  8102 (51,9%)  were  receiving  ART. An estimated Viral Load suppression at a population PLHIV with ART is the 60, 0 % and the satisfactory adherence is the 84, 9%.The % of pregnant women tested for HIV is 100% and excellent PMTCT with option B+ in the 100%. The annual incidence HIV/AIDS cases in Cuba in the last three years do not increase with 1821 new cases in 2010, 1786 in the 2011 and 1801 new cases in the 2012. Conclusions: The ART treatment of all HIV patients with CD4 count ≤of 500 cells/mm3 reduce new HIV infections. More than 1000 deaths prevented in 2012 because of ARV treatment.
